Why are they illegal? What kind of permanent damage can they cause to a fighter?
 
They are illegal, you're just clueless about the rules.
 
It is considered especially dangerous because it can damage the cervical vertebrae and subsequently the spinal cord which may lead to serious and irreparable spinal cord injury. Also it can also detach the victim's brain from the brain stem, which can kill instantly.
 
The thing about the elbows is, had Josh not been moving, then they would be illegal. Since Josh moved his head into the position that made them illegal, they are not illegal.

It's like a fighter does a spinning attack and gets punched in the back of the head. The strike is legal.
 
Ever heard of the Spinal Column ?

That high on the column is kinda where the head connects to the torso. And the bones, and cartilage are much smaller than lower on the spine.

A shot in that area can break a person’s neck.

GSP stated that he went temporarily blank when Michael Bisping accidentally made contact with the back of his head. Even after the fight, he couldn't bend over and tie his shoes, and he had to go to the hospital for deeper evaluations.

You can paralyze an opponent, if you hit them hard enough at the base of the back of the head.
