Can dutch style be used for both muay thai and kickboxing rules? I mean can somebody be muay thai stylist and fight in full thai rules but use dutch style? Any examples of this type of fighters?
 
Yes. There's no limitations on the stance, only the style of attacks. DKB is just a more forward heavy stance, I use it personally. There are people that come from MMA gyms that compete in MT events to get a feel for striking, they come in with a heavy low based MMA stance, its fine.

For names, I don't keep too up to date so I can't name much. Pornsanae fights kinda dutch.

You can, but if you're fighting in Thailand expect to lose a lot of decisions if you don't get the guy out of there. But there are definitely guys who do it successfully, including some Thais:
