Cowboy quitting when he's in trouble..

That's the way Cowboy always loses.
He's a gatekeeper/can crusher. If he faces anyone good he usually gets beaten.
I wouldn't go that far. He's not championship material but he has an entire resume of kicking "good" fighters' asses. Barboza, Alvarez, Brown, Story, Cowboy Olivera (who has looked on fire). Hell, his fight with Robbie was close and very exciting. He's an elite fighter but regressing and atm not on championship level.
 
Cerrone is basically the white Melvin Guillard.

Either can go from 0-100 beast mode.......or 100-0 in short order.

Ironically, they are (or at least were) pretty good friends.

Both good fighters but whatever version of them shows up on that particular day, is how the fight will play out.
