Crime...pending type one is worse than the other and vice versa.

We have worse street gang issues.
Montreal has "worse" organized crime as it tends to be head quarters for italian mafia, then you have hells angels, outlawz, rock machine, black diamond riders, satans choice etc. Toronto has these but the presence isnt as large.
