    A place on Gunbroker sells them for like $187+ but don't always have them available. It seemed cheap but everywhere I read said the vendor is legit.

    I'll agree with 90% of what you said. I would just add that you should spend the money on a good buffer, buffer spring, and magazines as well. If you do those things, you won't have as many problems with cycling. If he's using government ammo, it may be cheaper stuff on the department contract. He needs to make sure that he does what he can to minimize jams. Accuracy is super important, but reliability like this gets overlooked a lot.

    Colt for proper staking, loctite and torquing

    Not sure for in sights, but on lasers green is supposed to be easier to pick out for the eye

    If money wasn't an issue for an optic and since weight is way less of an issue I would look into the LVPO options like a vortex razor hd gen II so you have a better PID capability if needed. Battery life is generally not an issue outside of EOtechs in optics. Aimpoints can get years; the vortex will go past a year as will the steiner option, Meopta and I'm sure the super expensive Khales and Swavorski will also
