Cant upload pictures

i dont know the option to upload an image on a thread where i can choose photos from my device or library that is saved and not a website link.
Prrressingg upload a file doesnt show the imagge in full like it would if u copied a link into the image button. Why the hell does the image buton not allow you to upload your picture

(1) tick Upload a file

(2) tick Select file (via pop-up tile) and search amongst personal devices and libraries (image is automatically uploaded upon selection of which)

(3) tick Full image from picture options (beneath post); image will embed but in Preview mode will in place refer only to a unique number identifier (without any visual)

(4) tick Post reply

When i click upload a file there is no select file

So no pop-up like this?
