Can fighters climb the cage and jump on their opponent?

Checked over the rules and regulations and it seems the only things you could be penalised for is timidity or grabbing the cage.

Take Palhares vs Miller, the infamous walk away fail. Could Palhares not of just five star frog splashed back into action when Herb called him down? What rules would that of been breaking?

If it were legal all the fighters would be doing it, obviously. Dumb question but good thread.
