Over video game with parent's gun .

Mom makes lunch. Brother/sister argue over video game controller. 9 year old goes to parents bedroom retrieves handgun from unlocked nightstand . Shoots 13 year old sister in back of head.

No one in that family should be allowed to have a gun but muh 2nd amendment

Guns don't kill people... 9 year olds with access to unlocked guns kill people. BAN 9 year olds and nightstands.

Parents are idiots who shouldn't own guns. But again, the gun didn't fall from the closet and shoot this kid - not a gun problem.

It's a stupid people having access to guns problem .Hence there needs to be heavier vetting and because of the parent's stupidity here neither parent should be allowed a gun again .
 
We need to outlaw 9 year olds from accessing firearms.

Raise the minimum age to buy a handgun to 10.
 
To be fair gun safety should be taught more. I think you should have to take a class to purchase a handgun.
The method in which the child was killed is definitely due to negligence on the parents' part. However, the urge to kill his sister over something so petty, that comes from something else. The little shit would probably would have bludgeoned or stabbed or whatever if a gun was not available.

I agree with your first sentence. However, no amount of gun laws in the world are going to solve that problem. Unless, you mean confiscation. But that wouldn't end well for anyone.
