Not even a rule, simple standard procedure.

You sign with organization.

Doctor take your height, measures, bone structure etc... then he give his verdict:

"Mr. Xxxx is allowed to compete in MMA at professional level, fighting at XX weight class or above"

Weigh in can stay 1 day before as now

Very simple method

How is the Dr taking my bone structure? No homo...
 
I'd like to say "yes, if it is done once a year", but really, having someone else decided a fighters weightclass opens them (the org who decides) up a whole ton of scrutiny.
 
I think something as simple as random weigh-ins throughout a camp, with say a swing-window of 5-10 pounds would be more than enough to make sure people aren't dramatically cutting weight fight-week.
 
Just set limits on dehydration, like they do with high school wrestling.
 
If you miss weight, your next fight is a weight class up, easy.
