Stipe Miocic - to grounded, doesnt like to trash talk, doesnt show himself with luxury cars etc and promote him this way. But the popularity of stipe depends more of his solid confident personality and his skills. wich the UFC doesnt like to promote in this way. the UFC likes to promote fighters who are like singers with a feather costume on the stage to take over the casual. his ass whooping on dana after beating up hyped ngannou gives him somewhat a anti hero status.
Tyron Woodley - his statements derailed much of his popularity.

The champs UFC want

Conor McGregor. Promo, PPV, good anchor for the casual and the celebrity world. he makes party when he steps in, it is like a disco party when he comes up to fight.. perfect for the casual from the pub and the beer in the hand. it is like a eurovision event when he steps up to fight someone but his acting as a political raisin picker and the noble gucci man who doesnt want to go through the dirty challenge in the division to proove him as a champ (like a GSP or oher champs) brings him more and more rejecters.

Rose Namajunas. Good looking female with skills.

The potential champ that UFC wants and dont wants at the same time

Tony Ferguson - doesnt selled much PPV against Kevin Lee. hes kinda a fighter like mousasi who makes a solid fight night card and gets many fans under hardcore MMA fans, hes not a draw for the casual but much more a draw for the MMA fan since day 1. hes the underworld fighter, the el cucuy.

Khabib Nurmagomedov - his religion and polarizing heritage in and outside russia makes him hard to sell for the casual and media but at the other end he gains much popularity because of this reason. Khabib is like a anti hero in the UFC. his mental ability to go through this makes him more and more fans... but hes not a Ronda Rousey type of draw for the casual. Khabib goes much more deep. his potential fight against a conor mcgregor would be a superfight at the other end, so the UFC would to try him to push him this way (as a champ) while they would hope that McGregor would win.

Fighters wich UFC wanted to push to be a champ

Francis Ngannou (after Ngannous poltical statements about Donald Trump he already lost much of his hype - he acted like someone from africa who wanted to take over the USA wich was fatal for his hype - it was more fatal because the UFC pushed him hard in the media.. so his acting was very loud... he derailed his hype before the fight against Stipe himself with deep political and cultural statements and went to deep into it while UFC pushed him very hard against Stipe... that showed that ngannou isnt a smart guy outside the octagon and u saw that in the octagon againt Stipe as well)
Ronda Rousey (promo, PPV, good anchor for the casual and the celebrity world.)
Stephen Thompson (after 2 losses to the champ not anymore... but UFC wanted to push Thompson hard in the past, got 2 title shots in a row... hes kinda the perfect good looking white nice guy with a american flag behind his back, good skills in the octagon, tolerant personality) like a blue print nice guy with skills. MrMiyagis american student.
Conor McGregor
