Leg locks as a "clinch" to open up upkicks? New technique?

I saw something interesting that I'd never seen before last night.

Matthews finally completes his takedown with 70 seconds on the clock, tries to mount but has to bail when Velickovic threatens with a heel hook. Velickovic catches the standing Matthews with a thudding upkick that lands heel-to-face. Velickovic gets back to his feet in the final seconds and finishes the round defending another Matthews shot.

Velickovic used the heel hook to land upkicks like you'd use a thai clinch to land knees. Instead of using it as a submission or a sweep, he used it as a type of ground-based clinch. He just used it to lock the other guy in place to land KO-capable blows.

I could see this being used much more often when guys are trying to scramble up to standing.

Is this common?
 
Outside Ashi is not an effective position to throw upkicks from against a standing opponent. Period.
