Darren Till can (potentially) be WW champion if the UFC give him about 2 more years to build up. The reason is simple: Till has age and time on his side, and in 2 years, he will be at his peak, in addition to the extra time to work on his wrestling (his biggest weakness).
In 2 years, all the current top 10-15 WW will be out of their primes.

Perry is the only guy that will still be in his physical prime 2 years from now. However, Perry's skill level, as it is currently, seems to be way below compared to the rest of the WW division. I personally don't see him being a threat to the WW title.
