All I know is that herb was a French word which in turn was a Latin word....and both used a silent H
Brits pronounce it the way they do most likely because of the "spelling pronunciations" they are so keen on (like the word "schedule")

So technically Americans are right about how they use the root origin pronounciation .....but we have no track record of consistantcy in how we use it (a la the male name use of the word having a hard H like the British pronunciation )
