It feels like there are more interm champions then actual champions

Like whats the point of even having belts, the most deserving fighters dont even get title shots, so many actual champions dont defend for various reasons, and interm belts are created all the time just to sell PPV. I cant even remember who original champion is after a while. Id rather just have them do an annual Pride style elimination tournament, with one winner for each division.
