What is the reason for a lot of Japan fights happening in Saitama? Is Saitama like a strong wrestling town?

yeah las vegas in the US is a really popular fight town

Saitama just has a big arena. It's like saying NYC is a fight town because they have Madison square garden

Im from Belfast.there are many unsanctioned fights here.

I'd assume smaller countries host most events in their capitals.

Saitama is part of greater Tokyo anyway, its more that it has a big undercover revenue that's probable freer to use than the Tokyo Dome.

In Canada the biggest city is Toronto but the boxing scene is a lot more active in Montreal. The UFC seems to have preferred Toronto since GSP retirement

This first rule about Fight Town is....

China has Macau which has casinos that put up large site fees to attract boxing.

Saitama is part of the Greater Tokyo Area, which is by far the largest population area in Japan. But it's outside the congested Tokyo core, so it's more convenient to get to by car. Having the venue in the center of Tokyo would make it hard for people to access by car, and parking would have to be insanely expensive; it would be a much more expensive venue to operate. And of course it has that great arena that's the second largest arena in the world, hence great for hosting popular indoor sports. Saitama is also easily accessible by fast public transportation.

As for countries beyond Japan (Saitama) and the US (Vegas), usually the fight hubs are the biggest cities, like in Thailand the 2 main Muay Thai venues are in Bangkok. Here in Canada - because it's so huge - there's no fight hub, though if I had to pick one I'd pick Montreal because that's where Tristar Gym is and where GSP is from. Because of GSP Montreal hosted more UFC events than any other city in Canada, and because of Tristar Montreal is a fight hub for fighters from around the world to go and train.
