Even if they didn't do much damage or gotten outstruck?
Should takedowns and cage control really secure a round?

cage control no.
takedowns yes. but only if it's on the ground for at least 20-30 secs. If the fighter pops back up right away than it shouldn't count.

Effective striking & grappling is the first deciding factor, according to the official scoring criteria for the judges to follow. If someone gets outstruck, aggression & control are not supposed to be factors to the judges.
