I just recently posted this in another thread. It applies so I'll drop it in here:

Statistically, Tibau has the greatest TDD in the history of the UFC. Possibly even in all of MMA.

92% TDD in 26 UFC fights, and pretty much every one of those opponents being grapplers. Dude's only been taken down a grand total of 6 times in 26 UFC fights, and 90% of those fights went the distance. Those are some absurd stats.... To put it in context, Jose Aldo has been taken down more times than Tibau has despite having 19 less total fights.

Gleison Tibau isn't the sexy answer for best TDD, but it's the right one.

This is really impossible to answer. MMA fights are so situational. Against certain opponents, one fighter may appear to have a perfect jab or takedowns but against another fighter those tools might be completely ineffective. I could answer this for boxing, but not for MMA. For example, I guarantee you that Daniel Cormier has a better double leg takedown than GSP because he was an olympic wrestler who has probably drilled double leg takedowns 10,000+ times in his life. However, GSP had more success with that takedowns due to his opponents inability to defend (compare TDD of Dan Hardy and Jon Jones) and ability to mix in strikes and be unpredictable. So, would you say GSP or DC has a better double leg? It's impossible to say.
