It is obvious, and Hall must know what he means. I think he is being intentionally dense....

Edit - Maybe Hall wants a more technical description. When I think of exploding, I visualize a technique like this....

I think his point is that if someone trapped in a bad position is going to benefit from a sudden strenuous attempt to escape, they need to do so with technique. "Explode" is completely insufficient in describing that. If all you do is suddenly expend all kinds of energy without proper technique and timing, it is more likely to be to your detriment than to help.
