Cyborg failed a PED and almost killed WMMA, Rousey saved it and came to dominate at 135lbs, Cyborg refused to drop the PED muscle to seek her out.

It's pretty obviously Cyborg. The fight was set to happen in Strikeforce, and then Cyborg popped for steroids. The fight was set to happen at UFC 157, and Cyborg asked to be released from her contract and went to Invicta. Rousey was the first one to call out the other inside the cage. Two planned opportunities to fight and Cyborg botched both.
