Why isn't the UFC putting Cyborg up against a legit top 5 bantamweight?

UFC has never protected fighters in the past. Why are they doing it with Cyborg? They literally haven't put her up against a top 20 opponent yet. Why?
 
Cyborg won't go down to 135, and top bantamweights would be morons to move up to Cyborg weight for anything less than a gigantic pay day.

Yeah, because losing weight for a role in a movie is just the exact same as trying to kill yourself for a professional fight where another person is trying to you kill you.
