Keystone XL and Keystone are two different pipelines. One exists (Keystone) and one is proposed (KXL).

What Obama blocked was the Keystone XL which was basically an extension to the already existing Keystone pipeline. An extension used to route oil south through Nebraska & Oklahoma. The keystone pipeline that just leaked has been up & running since around 2010
