They have casinos near Philly, in AC, Foxwoods (CT), Mohegan Sun (CT), Bensalem (PA), Bethlehem (PA). For someone who lives in NYC, these would be the closest places to go.
A bill was floated that would allow casino gambling in upstate NY, about 1 hour outside of NYC, but shot down.
All the NYC gamblers lose their money out of state, and the tax revenues go to other states too. They could have kept it in state, since it's something that's going to happen anyway, but they didn't.
