You clearly don't understand what he is saying. Most boxers start out a lower weight than they actually are normally but as they become more experienced they generally move up in weight and fight people their normal weight. So when they fight people their normal weight generally the guy is going to be bigger than them because most fighters want to be at the weight limit of the division. Prime example Margarito at welterweight fighting pacquiao.
They pack on muscle when they move, so they are still bigger and still cutting weight.
Boxers cut as much weight as the average mma fighter, if not more.
