First of all, I said average to above average, basically he was above average as a LW and just average when he fought in any other weight class. The two diff weight classes that every loves to mention is basically just one win over Hughes for the belt. He never defended the title, nor did he ever beat any other WW of note. (need I mention all the one-time title holders, esp. one-time HW title holders?)
For the LW division he only defended it 3 times and for a division that was just starting out...3 times is not that impressive, its just not.
As far as fighting in other weight classes, I think he lost every one of those fights so basically any one can move up a class or two and get beaten -any one can do that.
I agree he's a Legend but not because he was a great fighter - he was an average to above average fighter.
Dana put it well - He was a great 155 and he built that division and he's been around forever - so he's a Legend in the sense that everyone has heard of him.
