Plus, TRT fighters are tested more strictly then fighters not on TRT. If Belfort really was interested in abusing substances at this point in his career, then he'd be smarter to not apply for an exemption but take TRT anyway and/or an illegal substance.
The idea is that if you have a problem with your hormonal levels and need therapy for that to return to normal levels, then that's a medical condition that shouldn't keep you from fighting.
However, if your low testosterone is because you cheated so much that your nuts shriveled up, then you should not get an exemption because it's not something that happened to you, but something you did to yourself by cheating, and there's no reason to allow you artificial treatment for damage done by your choice to cheat.
