When you swipe your fingers through your opponents eyes you risk blurring your opponents vision minimum while you could potentially scratching the cornea or even rupture the eye ball sack like Mike Winklejohn.

The rules say eye gouging of any kind which is correct.
Swiping across the face is not eye gouging and the risk of something happening is not illegal. Eye gouging is what the term means and is the act of pressing or tearing the eye using the fingers or instruments and can lead to blindness.
Palming is palming and the slapping across the face is not eye poking or eye gouging.
If you don't like that jones has a habit of putting his fingers out when he palms is fine but it is legal.
