Cruz for sure. But I don't think he should count. He's in very special circumstances, and many fans have already mentally taken the belt away from him. Let's face it, Barao would've defeated Cruz long ago even if he had stayed healthy.
If you look at the toughness of competition, you'd have to say Weidman. He's going to face a murderer's row over the next year to keep that belt. But I think he'll pass that test.
So instead I'll say whoever wins the WW belt in the Hendricks/Lawler fight will likely lose it within the year. Neither fighter seems set to become a long-running champ.
The only three champions who look completely safe to me are Cain, Aldo, and Barao.
