They do it every year and numbers are always down every year for at least as long as I've been a fan. Like last year, two of their lower drawing PPVs were UFC 163 (like 180K) and UFC 164 (270K) in August. The only year they didn't do it was 2011 but they did two PPVs in July with one being like two days away from August. That year 149 did like 210K and then UFC 150 didn't break the 200K mark. It's just one of those weird scheduling kinks they've kept. No idea why they do it but they do. Two in Feb, two in August and a long break between the March and April PPV.
I guess the UFC's thinking is if they do 2 PPV's in a month and one gets 180K like UFC 163 and one does 270K like UFC 164 that's still 450K for the month. In today's MMA world it might be easier to do 2 PPV's in the month and get 450K than one great ppv and get that many.
