I'd say it was 4 things (in order):

1) Brock joining the UFC and winning the HW title. This showed that the UFC is willing to promote the HW division and will pay enough to get top talent.

2) Affliction folding and UFC's purchase of PRIDE and SF. This effectively left 1 large promotion under which to consolidate all top HW competition.

3) Fedor's loss. As long as Fedor fought outside the UFC, it left questions about the legitimacy of the UFC's HW champion. Fedor's #1 status and M-1's co-promotion demands made it impossible to set up a fight to decide who was the best in the world. Fedor's loss meant he was no longer #1 in the world, which added legitimacy to the UFC HW title.

4) UFC holding more events every month. The UFC needs to draw enough interest to make a card worth the promotional cost and the cost of paying fighters. Most champions have received enough exposure by the time they win a belt to allow the UFC to anchor a card under a main event title fight, especially if there's a TUF season leading up to the main event. The UFC needs more high profile champions to increase the number of cards per year, especially considering injuries and the amount of time required to film a whole TUF season.
