Every time Miller has had the opportunity to really gain traction, he's taken a step backwards and proven himself to be non-elite. It's hard to say Miller fits in the candidacy of the top of the division when he's gotten knocked back every time he gets close. Losses to guys like Gray Maynard, Benson Henderson, Nate Diaz and even Pat Healy suggest that Miller may simply grade out (fairly or unfairly) as the gatekeeper to the stars.
Now Cerrone is kind of the weak link in that group and I'd agree that he's probably more in Miller's tier of "guys who had their shot and didn't get there". I'd give him a nod over Miller simply because I think he's a better fighter on paper and their respective performances against similar opposition leads me to believe Cerrone is JUST over the cusp of the level.
IF you wish to remove Cerrone from that top 7 tier I'm cool with that
