No, it isn't. Not sure why people keep saying that. They use their footwork in very different ways. Cruz uses a lot of movement and applies his feints very well, but his positioning and balance isn't really close to what Dillashaw does (doesn't have to change his stance so much either). He just uses some unneeded movement and isn't anywhere near as efficient as Dillashaw. His footwork works well for his defence (it's effective for him, on offence too with how he blends his boxing and wrestling, just not very threatening); he avoids a lot and hits guys, but not in dominant angles to actually hurt guys. When Cruz uses his footwork to land punches, he doesn't transition nearly as well from offence to defence as Dillashaw, since he has to engage and disengage each time.

There's no reason to move six feet away from a jab when moving half a foot away makes it miss you just as much, and leaves you close enough to counter. Cruz values safety over dominance, and Dillashaw prefers to hurt and punish guys when they miss. Cruz's footwork is more awkward, confuses the other guy since Cruz knows where he's going to move his own feet but he doesn't have anywhere close to the power that Dillashaw does because of how he and his opponents are positioned off it (which was a key part in him punishing Barao for his defensive mistakes and footwork, which I doubt Cruz could do since guys aren't generally worried about his power). Cruz aims to make guys vulnerable/hittable by making them overextend, lose balance, or shell up, but his main objective isn't really to hit the other guy.

It's why Dillashaw has already stopped and hurt more guys who aren't completely unknown while Cruz's only one is off a broken hand. He hits guys a lot and generally out-points them, while Dillashaw's footwork puts him in more advantageous positions and lands much harder strikes. Cruz is better defensively but there are still openings (particularly to kicks) guys can exploit, while Dillashaw has a much more dangerous blend offensively, and is able to have varied, effective offence while being confident in his defence to stay in range to defend and respond/punish specific strikes by the other guy. They use some of the same craft and movements, but the objective is very different.

We really need to see how he looks vs Mizugaki. Cruz in top form should take care of Mizugaki and if he's sharp he could be a threat to the belt.

Cruz really relied on his speed and I think we need to see him action.
