It takes time. The heavyweight division in boxing used to be the most popular if I recall correctly. UFC welterweight and lightweight at one point was very shallow and had little interest. More fighters started flooding in, then the talent and competition was established when everything settled. Give it time. You can't expect a division with only two champions in its lifespan to be making waves.
