There is yet nothing consistent about the world of kickboxing. Not in the realm of weight-classes (each org has their own set, names, weight-limits), not in terms of recognized world champs (theres a million sanctioning bodies, but none have real prestige), and def not in terms of the rules (and I'm perfectly fine with this one).
Even if 90% of orgs still retained 3min rounds, being the exception and going 4min makes no significant difference in consistency whatsoever. I'm not talking about 1x10min round, 2x5min rounds
like in PRIDE; that is somewhat inconsistent. But to have 3/5 x4min rounds is a minor but welcome difference IMO. Consistency does not mean everything has to be uniform, rules should be subject to change (for necessity of improvement), otherwise they quickly stagnate.
For me, fewer but slightly-longer rounds are always the best option. In fact, that is my compromise to too-few rounds and too-many rounds.
