You can get custom text by having 5k + posts and not be a two year vet, but that does not apply for a custom belt. You have to meet both of the requirements for the custom belt.
Lastly, if you just want custom text, you can get a platinum subscription. There are two options: $10/3months and $30/1year. Platinum members can have custom text, regardless of how long they have been here and how many posts they have. You can also have a bigger av (135x135 at 24.4 kb or less vs. the standard 100x100 at 9.8kb or less). Some other perks that come with being a plat are access to the plat forum, ability to delete posts/threads (also the ability to lock your threads), and the option to add polls to threads.
