You're looking for an SBR, which will be more expensive than a regular carbine or mid length AR

You're best off buying an AR pistol at the moment and adding a stock. Cost pre-panic was between $1100-$2000. Good luck even finding one at all.

And prep to fill out paperwork to send to NFA and expect a very long waiting period.

Not sure I'm ready for a barrel just yet. Still, it's good to know what kind of options exist, so thanks.

Would I need a tax stamp to own this or is it kosher as long as I don't attach it to a stock?

Gunbroker to find lowers. The lower i just registered today is a noveske gen 2 stripped lower. Someone offered me $1000 cash, i refused he then asked well how much more do you want and i just said nfs. The orginal price was $250. So idk what lower you want but expect to pay $400+ depending on the brand...

For that you will need to do a atf form 1 for a sbr. The one I just did one today i will be building a 8.2" noveske .300 blackout, sheriff should sign off within the next week or 2 then its a 6-7 month wait for the atf.

You would NOT need a tax stamp to own JUST the upper but if you got a lower you need to get it laser engraved as an ar pistol and there is a bunch of rules and certain items you have to use /can not use etc. Also if you bought that upper store it separately in a locked safe container etc away from any lower receiver to avoid any kind of legal issue.

btw here is the part list on the gun for you if you want to literally build this

Mega arms matched upper lower- this one isnt an ambi i would suggest getting ambi bolt release.
Samson quad rail
yhm phantom flash hider
Whatever barrel you want i suggest a noveske 7.5 but with the kx3 brake, if not go 10.5(if you doing sbr)
mission first pistol grip
magpul moe stock with check riser
eotech
command arms short vertical grip

whatever bcg, charging handle and lower parts group you want.

I know too much about ar's lol i can basically just look at a rifle and tell whats on it.

Ha! Well good eye, that's pretty specific...

Like Isaid, my main concern now would be to get a lower and a couple of mags. I figure I can get the rest later.

So am I correct in my understanding that in order to build an AR pistol with a shortened barrel I need a tax stamp?

No, for an AR pistol you don't need a tax stamp. You need the tax stamp when you want to make it an SBR.

What if I got non matching upper and lower parts? Is there a chance these won't fit together, or do AR parts generally sync up?

As long as they're in spec they'll fit. It's common to mix lowers and uppers from different companies.
