He is and should be given another chance in the UFC. I can still picture his broken arm moving back and forth as he argues that he can still continue.
His last fight with AA didn't help him move closer to getting back in.

No, his best wins are Arlovski and what Monson? To be the man you've got to beat the man. The best fighters had rivals that were talented, Tim fought in the UFC when the best heavyweights were in Japan making more money. He lost to the Light Heavyweight champion, he lost to Nog did he not? Nog was not the lineal Pride champion, but had held the Pride Heavyweight championship at one point, proving the inferiority of the UFC heavyweight division during the period immediately before, during, and even a little bit after Tim's reign.
Several UFC Heavyweight champions left without losing their belt, Tim picked up the scraps to a degree. He still was a tough fight because of his reach/size, but he isn't an all time great. People don't line up to have their picture taken with Tim Sylvia.

Randy Couture is. each have 3 defenses but Randy won the belt 3 times and Tim won it twice. Plus Randy has a HW tournament win.

In 2006 Sherdog only had 2 UFC HWs in the top 10. In 2007 it was only 3 after Randy beat Tim.
To paraphrase Dana, Tim is not in the HOF because his competition in the UFC "sucked", too bad.

I guess so, definately a UFC HW great, but damn he fought some crappy competition but can't say the guys in prides HW didn't either, sure they fought each other but in between a lot of their records with padded with wwf wrestlers, middleweights, sumo wrestlers and celebrities.
