I don't think Bieber did it with malicious intent- he just thought it will be a smart/funny for him to do which obviously wasn't in reality.

That being said, should someone with his skills (look at the time he was with Haye) really be laughing at Pac?

He's a known associate of Floyd so I wouldn't rule out the possibility that he had malicious intent. He could have been just having fun but he should have known better - he has tons of Pinoy fans following him on Twitter which, unsurprisingly, also looks up to Pac. It wouldn't have been a big deal if he was just some random netizen.

Also, as Reinhard said, 1 retarded politician does not equal the whole country.
