That lack of top to bottom focus is what has put the PW business in the doldrums, and IMHO Weekly television and the ratings focus change in the last decade has done this.

You're right and that's the other problem right now. And its because of the sitcom writers having no clue of how to "book" wrestling. They focus on characters and their segments, but have no idea how to put it all together for one show or even a month at a time.
I remember when Vince was well known for having the next two years of booking in the can at any one time. He would already be thinking about Mania XXI by now. I would be surprised if they know what they are going to do next month, the way they are going.
