But his top win was against a guy in the top 15. Losing to top guys doesn't make you a top guy. Meanwhile, Gustafsson just beat a guy in the top 5.

Or, it's just common sense. Davis has never beat anyone ranked as high as Shogun, but Gustafsson has. Also, who would be the favorite doesn't matter in rankings. It's not about what will, might, or could happen. It's not about potential. It's about actual performance and what has already happened.

The problem is, you aren't telling the whole story. Phil's lone loss is much more recent than Gustafsson's. Also, Gustafsson just beat a guy ranked higher than Phil or anyone he has beat.

That doesn't matter to rankings. A guy who is ranked #25 could be the better fighter than a guy ranked in the top 10. But beating the top 10 guy will do more for your ranking. For example, when Davis beat Gustafsson, Fight Matrix had Gustafsson ranked #31. When Davis beat Nogueira, Fight Matrix had Nogueira at #15.
Beating Gustafsson then isn't the same as beating him now.
