I'd say Kevin Ross but I'd also say that the US is lagging when it comes to producing top Muay Thai fighters. With over 300 million people, and with combat sports being so popular, you'd think they would be producing more talent.
Australia, Canada, France etc.. all countries with much smaller populations that are producing better fighters. It probably has to do with the popularity of MMA though and American athletes are gravitating more towards grappling.

Also the fact that there are very few muay thai promoters in the US.

American athletes have always gravitated towards grappling. Amateur wrestling is one of the most popular high school/collegiate sports, and mma is a home for tons of them.
Not to mention most thai boxers start young, and muay thai is typically an "adult" sport in the states. Parents are very protective and it's usually seen as too violent.
Technically, Ross is the best by far.

There are multitude of reasons, but 3 being
1. Boxing
2. MMA
3. Prowrestling/Collegiate wrestling, what have you.
No room for pure muay thai, I mean "kickboxing," is more popular than muay thai in the states. just my two cents.

Ky Hollenbeck no question: criticize how his style looks all you want but he is the only American consistently fighting top opposition and winning. You can't argue with results.
