Without getting into semantics when you ask for a definition of strength it will generally boil down to one's ability to resist or apply force and the most common ways to measure this are in one several classic bar bell lifts. The reason that they are the go-to is because we have a very comprehensive amount of information on their implementation and testing methods as well as expected results, averages, etc...
Of course the guy flipping the 800# tire around outside is "strong". Unfortunately the term is highly subjective so it's really a pointless question. You're literally asking a bunch of people(specifically this forum which is more or less barbell training focused) for their opinion on what a standard display of strength is. Unsurprisingly most will respond with some arbitrary number in relation to a lift or lifts.
But it means exactly dick all. No offense.
