Weed is illegal in the Netherlands, but after riots in the 70s and 80s they decided not to prosecute it. Basically this means it is officially illegal by law, but the police and judges won't do anything against using it. Albeit officially illegal, they allow selling small quantities in specialized shops with a license. Growing it at home is officially illegal but they allow it up to a few plants grown without artificial tools. Growing and selling it in large quantities is illegal and is prosecuted actively. So basically you have shops that are officially illegal, but are allowed to sell small quantities, and are at risk of being prosecuted for buying or growing large quantities.
