Honestly thanks to higher belts consistently going for the feet more often in recent years, the taboo is slowly shrinking. Only archaic instructors who would rather maintain their status as alpha rather than learn something new still consider them "dirty" techniques.
Note: I do separate dirty from dangerous, many instructors simply have never been introduced to proper foot lock execution and that can lead to more injuries. So not faulting ignorance here, just stupidity.

Because they are not legal in BJJ.
If you're asking why they aren't legal in BJJ, then I'm with you. I think they should be at high levels. The only thing that makes them dangerous is ignorance, lack of respect, and lack of technical knowledge. Making them legal in BJJ at black belt would change all that.

straight ankle is allowed from white belt.
knee bar, toe hold and slicers are allowed from brown belt.
I don't think they treat as evil. they just allowed them for advanced players.
Like in Muy Thai, knee to the head and elbows are not permitted for beginners.

Yeah, in the local events here the guy who runs them recently branched off from gracie barra and changed the tournament rules for kids to allow all the same submissions as adult white belts, and marked the no gi divisions for adults as beginner, intermediate, and advanced. Which is fine with me, and my kids team (they prefer the new rules). He then asked for any further suggestions from the other local instructors, and I suggested following grapplers quest rules for advanced no-gi. He told me leglocks were stupid and he doesn't need everyone getting hurt. I guess he's not an ADCC fan.

Legs lock aren't really all that dangerous IMO, probably just the heel hook in the gi. It's up to the instructor to teach and explain.
