Because, Fedor isn't "The best" in any single aspect of MMA, there are better strikers, there are better takedown artists, there are better submission experts.
What made Fedor so good was the fact that he was "good enough" in all of those aspects to make it so difficult to fight him. He didn't submit Semmy because he's not as good as Barnett and Big Nog at submitting guys, but, he was VERY good at beating guys up on the ground, which is what he did to Semmy.
